They evolved from the riding boots of the Mexican vaquero, but, for control in the saddle, the shoe portion was made so tight that walking was difficult and painful. As both boots were made on the same last, they needed breaking in, and there are stories of cowboys standing in troughs of water to soften the leather so that it would take the shape of the foot.
